Introduction
The main purpose of this group is formalizing and maintaining the structural and operational model of the MORFEO open source software community, so the aspects that will be dealt here are:
- Organizational and structural model
- Legal framework for intellectual property management
- Recommended software licensing model
MORFEO organizational and structural model
A government model has been defined within the framework of MORFEO community. The model establishes accurately how decision making processes are organized and how they affect the community. It is essential to consider the scope of all decisions:
- MORFEO corporate body: Definition and acceptance of a consortium base model
- MORFEO community members: acceptance and expulsion of members and their rights and obligations
- MORFEO community government body
- MORFEO general assembly: Duties (managing committee election, activity report approval, ...)
- Community managing committee: Attribution definition (project opening and supervision, alliance creation, conflict resolution,...), composition and election mechanism.
- Projects: Composition and election mechanism of the management grooup of the project, duties (licensing model applied to the software developed within the project, legal framework chosen for the management of the intellectual property related to external contributions, ...) and the group operation rules.
- Morfeo Office: Event organization, news distribution and broadcasting, coordination between all MORFEO groups, forge and website maintenance.
The definition of an organization model for the community has required a study of the government models present in similar organizations such as Apache, Debian, OpenOffice.org, ObjectWeb or MySQL. This duty has been carried out by renowned experts in both legal and university fields.

Legal framework applied in the management of intellectual property within MORFEO
A fundamental aspect to be solved regarding the management of an open source software development community is how the intellectual property of the contributed work is administered. A precisely defined legal framework is essential to define who is the owner of the copyright. The legal framework could change from one to other, but should be present in a group proposed and analysed by the legal committee; this way the leader of a group could choose the most suitable framework for its project.

Proposed software licenses for MORFEO
There are many open source software distribution license models; they establish the rules related to the distribution of the software itself, or any by product:
- Software result of change incorporation to the original licensed application
- Software which includes the initial software within the same installable product as a whole
There are two variable which characterize the different kinds of licensed that can be applied to a certain software:
- Applicable license for the software redistribution (It must be the same license received with the initial software, in this case the license is called persistent)
- Applicable license for the distribution of derived software (If there are determining factors concerning to the kind of license derived software is distributed with, the license is said to have viral effects as it 'contaminates' derived by products of the licensed software imposing the same license over them)
