Introduction
Telefonica I+D, the GSyC/LibreSoft research group at the Universidad Rey Juan Carlos (URJC) and the CETTICO research group at the Universidad Politécnica de Madrid (UPM) join efforts to create the Spanish QualiPSo Open Source Competence Centre.
The QualiPSo consortium is aimed at helping industries and governments to fuel innovation and competitiveness by stimulating the use of low-cost, flexible, open source software to develop innovative and reliable information systems. In order to do this, it intends to define and implement the technologies, practices and policies that facilitate the development and use of such software, with the same level of accuracy and trust traditionally offered by proprietary software.
Within the QualiPSo consortium framework the goal of the competence centre is twofold: firstly, to take advantage of the results of QualiPSo both in technical terms (tools, platforms, etc.) and project experience, and secondly, to provide resources and support for open source software users, producers and consumers on quality-related topics, offering a set of basic services based on the results of QualiPSo consortium's works.
The project, funded by the European Commission under the Sixth Framework Program, includes the GSyC/LibreSoft research group at the Universidad Rey Juan Carlos (URJC) and Telefonica I+D among its members. The MORFEO community, in which also the CETTICO group from Universidad Politécnica de Madrid (UPM) acts as a permanent member of the Board of Direction, creates a link with the QualiPSo project through these three partners that are involved in the MORFEO community. This community will provide a knowledge base around a model associated with open source software and will provide enterprises with counselling on open source software-related issues.
The QualiPSo competence centre based in the MORFEO community, includes mechanisms for the adhesion of new members and will be strategically ruled trough its link with this community.
Structure
Warning: though the QualiPSo Competence Centre is quite related with Morfeo Community, its communication plan have to be different due to different targeted public, channels and structure in general. Please, don't confuse one with the other.
This communication plan has the following five sections:
- Objectives.
- Targeted public: those who are the target of the communication actions.
- Channels: which media will transmit the messages towards targeted public.
- Actions: the description of the communications actions.
- Feedback measurement: metrics to evaluate the impact of the different actions.
Beside, the introduction should illustrate from a very general point of view what is the QualiPSo/Morfeo Competence Centre.
Objectives
Targeted Public
There are several stakeholders involved on the Competence Centre activity. As it can be seen at CC architecture figure (see below), those are:
- Open Source Communities.
- OSS Open Innovation agents, i.e universities and research centres, public administration, technological centres and SMEs and enterprises (big players).
- Technology consumers.
Due to the competitive (economic sustainability) approach of the CC, these agents have to be matched in three categories:
- Customers,
- Providers
- Society.
Communication Channels
Traditional Channels
The customers of the CC products and servicies can use conventional communication channels such as newspaper, Tv, radio or comercial meetings.
Internet Channels
- Blog.
- mailing list.
- wikis.
- Social Networks groups.
Communication Actions
There is two categories of communication actions:
- Internal. These kinds of communication actions provide channels to identify potential products or services delivering by Morfeo Community or other business communities such as QualiPSo Network, i.e. the other QualiPSo Competence Centres. It is quite important provide information about market inconsistencies (customers/providers not attended) and solutions needed.
- External: within this category we have commercial actions and general communications actions. The first ones are dedicated to foster the customer's demand of CC services and the last ones are needed to show a general view of the CC as a social responsible OSS-like organizations.
